eManifest: Requirement for Section 321 Shipments

On November 5th CBP announced a new requirement effective January 1, 2019 mandating carriers to file an eManifest for commercial truck shipments containing Section 321 merchandise. Section 321 shipments were previously exempt from the electronic manifest filing requirement.
